Reduced traction. 1/6 gravity and the lunar soil make traction a problem just like [the Mars Exploration Rovers] Spirit and Opportunity on Mars one can get stuck easily or need to much power to get around.
Dust. Apollo experience shows that a lot of dust is levitated by wheeled vehicles. This dust is hazardous to machines and humans when breathed in.”..."

So travelling around in a modified “dune buggy” might not be the answer for an established Moon base, some form of road infrastructure would be needed if wheeled transportation is used.

Disturbing dust on the lunar surface is far from being a minor problem. From NASA’s experience with the Apollo missions, by far the biggest contributor to dust generation was the take off and landing of lunar modules. 50% of the regolith is smaller than fine sand and approximately 20% is smaller than the “dusty” 0.02mm that preserved the Neil Armstrong’s first boot prints. It is this very fine component of the regolith that can cause a host of mechanical and health problems:
Incorrect instrument readings
Loss of traction
Clogging of mechanisms
Thermal control problems
It therefore seems obvious that dust creation should be kept to the bare minimum as this factor could be a severe hindrance to the infrastructure of the settlement..."
...WHY GO TO THE MOON FOR ...?
...WELL SAID MY DADDY OR MUM : "...Son, the Moon is the closest solid ground to live on, out of this World...!" [And when I usually say that my Daddy or Mun said to me something, it is because they didn't or never did say much to me...!]. ...You see, there is more Ocean on Earth, why go to somewhere, where there is no atmosphere, nor water...? It would be, because of merely a Scientific Experiment...!
...I MEAN WE HAVE PLENTY OF Earth and Water here, folks...!
...with a 1/4g(1/6) of Earth's gravity, trees and plants there surely would grow very deeply or be creepers...! humans would suffer from excess brain pressure, unless they have a centrifuge excersize daily...! etc...! the human cost in todays way of economy would not pay the little gains of a moon base...! IT REMINDS ME OF WHAT A "GIRAFFE" REALLY MEANS: LIFE IS HERE FOLKS...! WHY "F_ CK" UP LIFE ANYMORE FOR ???
...SO WHY NOT FIX UP EARTH AND LEARN TO LIVE ON IT, UNTIL SOME MILLION YEARS IN THE FUTURE THE SUN BURNS OUT, THAT IS EXPANDS AND ENGULFS THE EARTH...???
...NOW THAT IS LIKE GETTING TO THE POINT, DON'T YOU ALL THINK SO...?
...AND THOUGH PURELOGIC CAN MAKE MISTAKES, OBVIOUSLY I WAS NOT WRONG ABOUT THE "EXTREME DUST" CAUSED BY TAKEOFF OR LANDING, AND TRANSITING IN A ROVER...! IT takes too long to settle, and could ris(z)(c)e quite high...!
