Guidelines For Intelligent Investing

What are the guidelines for being a successful investor? It certainly isn't a rule of thumb that you have to start out with a lot of money. As with anything in life, success is being the best you can be, using the resources you have available.

The following guidelines can help you make the business of wealth accumulation a little bit easier.
Have a Plan

If you don't have a plan, how do you know where you are going, and how will you know when you arrive? Your plan will help you set realistic goals, order your long-term priorities and show you what you need to do. Moreover, it will help you maintain perspective and avoid panic when the next inevitable market or economic gyration occurs. Make it as simple or complex as you want, but make a plan.
Get started – Don't procrastinate

After you make your plan, do something with it. Not getting started is the downfall of too many people. No amount of planning will remove all uncertainty.
Let time do its work

Don't be impatient. Remember, your plan is a long-term one. Let time and the power of compound growth be your greatest allies. Don't be afraid of starting small. You will be surprised how fast your capital can build.
Always take taxes into account

Always consider the effects of taxes on your returns. Some investments are more advantageous than others from a tax point of view, and taxes and inflation can make some returns completely illusory.
Understand Risk – Manage it, don't avoid it

Investing is the art of earning a superior return at an acceptable risk level. What is acceptable? That depends on your circumstances. But totally avoiding risk is a losing game. Concentrate on quality and long-term returns. Try to keep short-term fluctuations in perspective. Stocks, for example, may be volatile but, as a group, have always gone on to reach new highs in the long term.

Don't buy a stock or certain class of mutual fund because it doubled last year and everyone else is buying it; do it because it's good value and offers excellent upside potential. Watch out for fads. They usually fizzle fast.
Don't be greedy

"Bears make money, bulls make money, pigs get slaughtered." Don't be angry because you sold your investment when it tripled and watched it double again. Join the millionaires who sold their holdings early, but were content to sell while someone else was eager to buy their shares. Avoid the "sure thing." Don't over-reach for yield. High returns sometimes are a sign of trouble. Know what you're buying.

Still uncertain whether the F-35 is a good idea?

Good news: Foreign Policy magazine may solve the dilemma for you. The Washington-based magazine demonstrates that Canadian opponents aren’t alone in thinking the “fifth generation fighter” (which sounds significant but really only means there were four earlier ones, kind of like owning a “fifth generation Oldsmobile”) is a disaster waiting to happen.  In “The Jet that Ate the Pentagon” it pretty much dismembers the argument for the plane, largely on the basis that it will be insanely expensive (even more insanely than the costs known at present, and which the federal government sought valiantly to disguise by letting Defence Minister Peter MacKay be in charge). And besides the expense, it says, the planes don’t work very well, and aren’t likely to.

Did Canadian banks receive a secret bailout?

The Canadian Centre for Policy Alternatives is accusing the government of giving this country’s banks a multibillion-dollar secret bailout in 2008.

In a newly released study, the centre-left group said that government support for Canadian banks from October 2008 to July 2010 was much higher than the government admitted.

“The federal government claims it was offering banks ‘liquidity support’ but it looks an awful lot like a bailout to me,” said study author and centre economist David MacDonald in a statement.

All told, the study counts $114-billion worth of guarantees and financial aid for Canada’s big banks from government agencies such as the Bank of Canada and the Canada Mortgage and Housing Corp.

Mr. MacDonald combed through financial reports from government institutions as well as quarterly reports from the banks themselves.

"Darwin’s greatest contribution to science is that he completed the Copernican Revolution by drawing out for biology the notion of nature as a system of matter in motion governed by natural laws. With Darwin’s discovery of natural selection, the origin and adaptations of organisms were brought into the realm of science. The adaptive features of organisms could now be explained, like the phenomena of the inanimate world, as the result of natural processes, without recourse to an Intelligent Designer. The Copernican and the Darwinian Revolutions may be seen as the two stages of the one Scientific Revolution. NATURAL SELECTION AS A CREATIVE PROCESS
The fossil record shows that life has evolved in a haphazard fashion. The radiations of some groups of organisms, the numerical and territorial expansions of other groups, the replacement of some kinds of organisms by other kinds, the occasional but irregular occurrence of trends toward increased size or other sorts of change, and the ever-present extinctions are best explained by natural selection of organisms subject to the vagaries of genetic mutation, environmental challenge, and past history. The scientific account of these events does not necessitate recourse to a preordained
plan, whether imprinted from the beginning or through successive interventions by an omniscient and almighty Designer. Biological evolution differs from a painting or an artifact in that it is not the outcome of preconceived design. The design of organisms is not intelligent but imperfect and, at times, outright dysfunctional. Natural selection accounts for the ‘‘design’’ of organisms because adaptive variations tend to increase the probability of survival and reproduction of their carriers at the expense of maladaptive, or less adaptive, variations. The arguments of intelligent design proponents that state the incredible improbability of chance events, such as mutation, to account for the adaptations of organisms are irrelevant because evolution is not governed by random mutations. Rather, there is a natural process (namely, natural selection) that is not random but oriented and able to generate order or ‘‘create.’’ The traits that organisms acquire in their evolutionary histories are not fortuitous but rather determined by their functional utility to the organisms, designed, as it were, to serve their life needs. Chance is, nevertheless, an integral part of the evolutionary process. The mutations that yield the hereditary variations available to natural selection arise at random. Mutations are random or chance events because (i) they are rare exceptions to the fidelity of the process of DNA replication and because (ii) there is no way of knowing which gene will mutate in a particular cell or in a particular individual. Some are beneficial, most are not, and only the beneficial ones become incorporated in the organisms through natural selection.
The adaptive randomness of the mutation process (as well as the vagaries of other processes that come to play in the great theater of life) is counteracted by natural selection, which preserves what is useful and eliminates what is harmful. Without hereditary mutations, evolution could not happen because there would be no variations that could be differentially conveyed from one to another generation. But without natural selection, the mutation process would yield disorganization and extinction because most mutations are disadvantageous. Mutation and selection have jointly driven the marvelous process that, starting from microscopic organisms, has yielded orchids, birds, and humans. The theory of evolution conveys chance and necessity jointly enmeshed in the stuff of life; randomness and determinism interlocked in a natural process that has spurted the most complex, diverse, and beautiful entities that we know of in the universe: the organisms that populate the Earth, including humans who think and love, endowed with free will and creative powers, and able to analyze the process of evolution itself that brought them into existence. This is Darwin’s fundamental discovery, that there is a process that is creative although not conscious. La ciudad que encabeza la lista de 50 ciudades, es San Pedro Sula, en Honduras, con una tasa de 159 homicidios dolosos por cada cien mil habitantes.

La organización mexicana asegura que 45 de las 50 ciudades más violentas del mundo en el 2011 se ubican en el continente americano y 40 específicamente en América Latina. Tras tres años consecutivos de ocupar la primera posición, la ciudad mexicana de Juárez pasó al segundo lugar en este ranking.

Además el análisis asegura que cinco de las 10 ciudades más violentas son mexicanas.

El Consejo Ciudadano para la Seguridad Pública y Justicia Penal, que basó su estudio en ciudades con más de 300.000 habitantes y que dispone de balances de homicidios, añade que de las 50 urbes más violentas, 14 corresponden a Brasil, 12 a México y 5 a Colombia.

Russia warns EU Iran oil embargo will be costly

MOSCOW (Reuters) - Russia pressed its case against new sanctions over Iran's nuclear programme on Friday, saying an European Union ban on purchasing Iranian oil would end up hurting the bloc's member countries.

"The European Union is rejecting purchases of Iranian oil, even though very many EU countries depend on this oil," Foreign Minister Sergei Lavrov said in an interview on state-run Rossiya 24 television.

"One can say, of course, that the deficit will be covered, but (some) refineries are geared specifically to Iranian oil ... and readjusting them will demand substantial investments that the EU can hardly afford now," he said.

Russia has supported four rounds of U.N. Security Council sanctions over Iran's nuclear programme, which Western nations fear is aimed at developing nuclear weapons and Tehran says is purely peaceful.

But Lavrov reiterated Moscow's opposition to further U.N. sanctions and actions by other nations and groups, including the EU oil ban which comes into force in July.

"The unilateral sanctions to which our Western partners resort, bypassing the Security Council, only strengthen ... those in Iran who are sure the West is not interested in resolving issues linked with non-proliferation of nuclear technologies, but is interested in regime change," Lavrov said.

Speaking ahead of a second round of talks next month between Iran and six global powers - Russia, China, the United States, Britain, France and Germany - he suggested the focus should be on coaxing Tehran into cooperation with the prospect of relief from sanctions.

Russia has been calling for a "step-by-step" resolution to the dispute.

Iran should be presented with "a concrete and realistic road map, a kind of programme that would be based on the principle of an action for an action," Lavrov said.

He repeated Russia's proposal that as a start, Iran could freeze the number of centrifuges for uranium enrichment at current levels, while global powers would refrain from imposing new sanctions.

The idea is that "if Iran starts steps to meet the demands of the U.N. Security Council and the International Atomic Energy Agency - let's say, not increasing the number of centrifuges - as a response, certain sanctions will also be frozen and will not be expanded," Lavrov said.

If Iran then reduced the number of centrifuges, some sanctions would be withdrawn, and eventually Iran's "uranium enrichment would be frozen for the period of negotiations" aimed to dispel all doubts about the peaceful nature of its nuclear programme, he said, according to a transcript of his comments.

"And after that the freeze on enrichment would be lifted" and Iran could produce nuclear fuel for a peaceful energy programme under IAEA control, he said.

Russia says the centrifuge proposal was discussed at an initial round of negotiations earlier this month. Iranian and Western officials have said little about the proposal, but EU diplomats have said the embargo is not a new sanction.

OTTAWA — Auditor General Michael Ferguson said Thursday he is not "nitpicking" in calling for the government and Defence Department to disclose all costs associated with the F-35 stealth fighter.

"I don't believe we were nitpicking in any way," Ferguson told a parliamentary committee. "What we were saying is there were some important things that were missing."

Ferguson released a scathing report earlier this month that was highly critical of the way the F-35 file had been handled, particularly the Defence Department's failure to reveal the fighter would cost Canada at least $25 billion — $10 billion more than it was reporting to Parliament.

The Conservative government later admitted it was aware of the larger price tag weeks before the federal election, but it had done nothing wrong as it had been talking about the plan to purchase and maintain the F-35s over 20 years.

OTTAWA — A retired air force fleet manager fired a salvo at the F-35 Wednesday, saying the strike fighter is ill-suited for Arctic missions and may become obsolete soon after it enters service.

Meanwhile, Liberal defence critic John McKay has asked Parliamentary Budget Officer Kevin Page for a new analysis of the F-35 program costs.

Retired colonel Paul Maillet, an aerospace engineer and former CF-18 fleet manager, said the F-35 does not meet the needs of the government's Canada First Defence Strategy, a key pillar of which is Arctic sovereignty.

"How do you get a single-engine, low-range, low-payload, low-manoeuvrability aircraft that is being optimized for close air support . . . to operate effectively in the North?" he asked.

Space Exploration Technologies, a privately held firm founded and run by entrepreneur Elon Musk, is delaying its trial cargo run to the International Space Station, Musk announced Monday.

"Am pushing launch back approximately a week to do more testing on Dragon docking code. New date pending coordination with NASA," Musk said in a Twitter post.

The company, also known as SpaceX, is expected to be the first private company to fly to the $100 billion research complex, which is owned by the United States, Russia, Europe, Japan and Canada.

The question:

Right now I'm renting the condo that I live in. I don't have any desire to be a homeowner just yet, due to the higher maintenance associated with it but I was thinking of buying a condo as an investment property - buying it early pre-sale and then selling after. My question is: Which condo should I list as my principal residence? In other words, if my investment condo is the only property that I own, is it possible to list it as my principal residence, even though I actually live in another condo that I rent? I would like to see if I can avoid capital gains when I sell.

The answer:

This issue can be complex. Let me try to break it down for you: First, you should know that designating a property as your principal residence (to shelter the sale from tax) doesn't require that you live in the property for any particular period of time. Some people think that one year is the magic number. Not so. There is really no prescribed time frame. I've seen some people call a second property their principal residence even though they live in the property for a week or two a year.

Here's the bigger issue: You can only designate a property as your principal residence if it is a “capital property.” That is, if CRA looks at your situation and considers the condo (the one you hope to flip for a profit) to be more akin to business inventory (that is, the CRA doesn't believe your intention was to ever hold the property for any length of time to either live there or rent it out; rather that your intention was always to flip it for a profit), then the condo won't be considered “capital property” and any profit will be taxed as business income. This is called an “adventure in the nature of trade.”

In order to be successful at designating the condo as your principal residence you'd have to live there for some period of time, but more importantly, you'd have to convince CRA that it was your intention to hold the property and live there rather than flip it. So, the longer you can own the property and live there, the better your argument that you should be able to call it your principal residence. If you choose to rent out the condo rather than live in it, you may be able to argue that any profit should be taxed as a capital gain (not as business income), but this won't entitle you to designate the property as your principal residence.

The Iranian threat: Military or political?
Despite hyperbolic talk over Iran's nuclear programme, it's unlikely the country would deploy potential nuclear weapons.

While Iran's nuclear programme has been at the centre of foreign and economic policy debates for months, what seems unclear is the precise nature of the threat it might pose.

Is Iran striving for nuclear latency (the ability to produce nuclear weapons) or is it actually striving to build weapons? Would they deploy them, or use them as a means of further establishing its power in the region?

There have been a series of inspections of Iran's nuclear facilities over the years, with mixed results and levels of cooperation from Iran.

Tensions have neared the boiling point several times over the years, and in the wake of yet another report by the International Atomic Energy Agency (IAEA), stating concern and doubt about the civilian nature of Iran's nuclear programme in November, Iranian officials openly discussed shutting down a key global oil transport route, the Strait of Hormuz, running along Iran's western and southern coastlines.

"Every country that has reached the level of nuclear potential has realised that you maximise this potential by refraining from the use of your weapons. It's equivalent to a situation where you're torturing somebody - you never want to kill them, because then, it's over. "

It's hard to determine what is going on within the country, where a heightened power struggle is taking shape after the recent parliamentary elections and in the lead up to the 2013 presidential elections.

The country's supreme leader, Ayatollah Ali Khamenei, maintains that Iran never has and never will seek nuclear weapons.

“There is no doubt that the decision makers in the countries opposing us know well that Iran is not after nuclear weapons," he said in a speech in February. He went on to say that Iran, "logically, religiously and theoretically, considers the possession of nuclear weapons a grave sin and believes the proliferation of such weapons is senseless, destructive and dangerous".

The same month, talk of war reached a high point, with Israeli Prime Minister Binyamin Netanyahu trying to drum up support for a military strike against Iran. But the logistics of such an attack, lack of public support from the US and a fresh round of nuclear talks (a strategy Israel decries as Iran simply "buying time") have put those plans on hold.

A spokesperson for the IAEA declined Al Jazeera's request for an interview, saying that the agency preferred that its "reports do the talking". The agency's newest board report expresses frustration with Iran's lack of cooperation and refers to outstanding issues connected to the "possible military dimensions to Iran’s nuclear programme".

In the latest round of talks on its nuclear programme in Istanbul, Iran rejected bilateral talks with the US, but the diplomats nonetheless said Iran gave some positive signals in the talks.

Nature of the threat

The US has been concerned with Iran's influence in Iraq, Afghanistan and Syria, and becoming a nuclear power in the region is only bound to increase that clout.

"The main reason Iran is trying to reach that point is that Iran is suffering from lack of legitimacy and recognition on the International level - they think that the West will not recognise the Islamic Republic without a nuclear Iran," said Mehdi Khalaji, senior fellow at the Washington Institute.

"Iran wants to be treated like Pakistan - which has a nuclear programme. It fears giving up its nuclear programme and becoming another Libya," said Khalaji.
In-depth coverage of a growing regional debate

"I do not believe that Iranian leaders are suicidal - using a nuclear bomb against any country will be the end of the Islamic Republic and the current leadership," said Khalaji, himself a native of Qom and the son of reformist cleric Ayatollah Mohammad-Taghi Khalaji.

"I think they don't want a nuclear bomb to use it. I think they want nuclear capability to just have full hegemony in the region."

He added that another effect of a nuclear Iran may be a potential cascade effect, as other countries in the region rush to become nuclear states.

Although there have been reports aplenty about a potential attack on Israel, it seems more likely that Iran would wield its powers as others do.

"Every country that has reached the level of nuclear potential has realised that you maximise this potential by refraining from the use of your weapons," said author and Iran expert Stephen Kinzer.

"It's equivalent to a situation where you're torturing somebody - you never want to kill them, because then, it's over."

Marvin Weinbaum, former intelligence analyst for Pakistan and Afghanistan in the US State Department and a current scholar-in-residence at the Middle East Institute, recently argued in an article that a war against Iran would be a mistake, but not because of the questionable ethics of a pre-emptive war or the mass casualties it would cause.

Weinbaum wrote that if Iran was a rational actor and decided against striking back, it would manage to make the world see the US and Israel lumped in as "aggressors", thereby winning hearts and minds while justifying the need for nuclear weapons.

"What we've seen is that Iran can be provocative ... If the kind of attack that they're likely to suffer is going to be one of a limited, surgical kind, and where they can recover from that in the matter of a few years, then there is far more to be gained in taking advantage of the political opportunities that it may afford," Weinbaum told Al Jazeera.

But he also said that he did not believe Iran was aiming to build nuclear weapons to "destroy the Jewish state", as he said is Israel's stated case.

"Do I believe it? No. Because ... were it do to so there would be massive retaliation, not just from Israel - because I think Israel would be limited - but by the United States," said Weinbaum.

"The Iranian leadership, above all, wants to survive. That's their number one objective right now."

The real ramifications of Iran achieving nuclear latency or acquiring weapons, he said, would be in allowing Iran "to throw its weight around in the region" against not only Israel, but other countries in the Gulf region.

"The Arab countries would be living in a very different environment than they are today," said Weinbaum, who dismisses the importance of Israel's nuclear programme in the region, saying that it is "useless" and has failed to "force anyone to do anything".

However, Iran, he said, "has the capacity to overthrow those regimes in the region".

US 'war drums' grow louder

Still, despite the lack of clarity as to what Iran wishes to do with potential nuclear warheads (destroy Israel or flex its muscles) and the stated reluctance of many US military and security experts to support a war against Iran, within the US, there's an increasing sense that Iran poses a serious threat.

"The beating of war drums has intensified, without a doubt, in recent months. It's a matter of great concern because these two countries are now really in each other's faces," said Kinzer.

"We're right in front of Iran with our ships in the Persian Gulf and people are being blown up on the streets of Tehran," he said, referring to Iranian scientists who have been the target of assassinations in recent years.

"Meanwhile, Iran is pushing into what Americans consider to be their own sphere of influence ... The enmity between these two countries has become an institution of American foreign policy, but with the elections coming up in the United States, the situation is reaching troubling new heights," said Kinzer.

Issues with logistics and a shortage of international support have lead to talk that Israel might postpone a possible strike for another year, which gives the situation time either to diffuse or intensify.

Indeed, it's uncertain if an attack on its nuclear facilities would act as a final deterrent.

"It is highly unlikely that an Israeli air strike against Iran’s nuclear facilities would succeed in preventing an Iranian bomb over the long-term," said Graham Allison, director of the Belfer Centre for Science and International Affairs at Harvard University, who specialises in issues of national security with a focus on nuclear weapons and terrorism.

"In fact, it could well bring the day when Iran tested a weapon closer, rather than delay it. Despite recent press excitement, my estimate of the likelihood of an Israeli air strike against Iran this year is about 25 per cent," said Allison - who added that he agreed with the view of the US intelligence community - that Iran was seeking the capability to build nuclear weapons, but has not yet decided to build them.

The efficacy of sanctions and wars

While China, Russia, Syria, Turkey and Venezuela are among countries that maintain decent ties with Iran, with Russia and China at times being the strongest of these allies, the West has largely responded to Iran with 30 years of sanctions.

"There have been various approaches and so far, the American approach seems to be dominant - and this is the approach that we should just hector and criticise and sanction and isolate Iran an push Iran into a corner and make Iran suffer until Iran surrenders," said Kinzer.

That said, he adds that Iran 's "biggest misstep" has been its lack of transparency.

"We don't really know what Iran is doing, and meanwhile they're testing missile delivery systems," said Kinzer.

Iran, he said, has seen the US refrain from attacking North Korea, one of its "axis of evil" enemies, because that enemy has nuclear weapons, while attacking Iraq, which did not.

If a war against Iran doesn't seem likely to act as a long-term deterrent to the nuclear path - some analysts hold that a war would only delay Iran's acquisition of nuclear weapons - it seems unlikely that sanctions will achieve more.

The effects of the financial pain are reaching average Iranians, with a group actually mobbing President Mahmoud Ahmadinejad's convoy in the southern city of Bandar Abbas earlier this month, shouting that they were hungry and suffering.

Although sanctions worked against Libya's nuclear programme, Allison points out that the programme there was not advanced. Sanctions failed to work in Pakistan because the US, he said, relaxed them due to "common interests [for example] the fight against al-Qaeda".

Bringing up Israel's own nuclear weapons programme is non-starter, as the country is not a signatory to the Nuclear Non-Proliferation Treaty, therefore is not compelled to submit to IAEA inspections and has not faced sanctions for its weapons programme.

But Iran, said Allison, "has hidden behind the rights to dual-use nuclear technology given to it by the Nuclear Non-Proliferation Treaty, while at the same time seeking a nuclear weapon capability" - hence the ever-hardening sanctions, regardless of minimal returns.

Dealing with a nuclear Iran

What seems untenable at the moment - that the world could possibly accept Iran as a nuclear power - might indeed be the case.

But Kinzer believes that accepting Iran as a nuclear power is "inevitable".

"The fact is ... more countries are going to becoming nuclear armed. We're going to have to get real and find the kinds of security mechanisms to help deal with that reality. You can't just pick and choose the members of this club forever and that's just something the West is going to have to deal with," he said.

Weinbaum is unsure that any measure would prevent Iran from reaching nuclear capability.

"The jury's out on that," he said.

"We have to see who prevails in Iran ... we have to see what they decide. There is some honest probing here to see how far they are willing to go."

But it seems that, acceptable or not, a mixture of internal politics - which sees the current government struggling for legitimacy - and international struggles - will keep Iran on its current course.

"Khamenei, and others in charge of the nuclear programme, believe that the only way to save the economy, to lift the sanctions and become a normal country is to go nuclear," said Khalaji.

"The Islamic Republic wrongly thinks that if it's more dangerous, it will be more likely to impose its recognition on the world. That's wrong," said Khalaji.

"I don't know anyone who believes that a more dangerous Iran would be safer."
