Poland to step up ritual animal slaughter regulations to minimize suffering

Poland’s prime minister says his government has drafted new regulations that would reduce the suffering of animals during ritual slaughter for the needs of religious groups, including Jews and Muslims.

Poland is covered by European Union laws allowing for ritual slaughter, but the country’s own regulations say an animal must be stunned before it can have its throat slit and bleed to death.

Ritual slaughter is the practice of slaughtering livestock for meat in the context of a ritual. Ritual slaughter involves a prescribed method of slaughtering an animal for food production purposes. This differs from animal sacrifices that involve slaughtering animals, often in the context of rituals, for purposes other than mere food production and religious slaughter that involves slaughter of animals for the production of specially prepared foods, namely kosher and halal meats in the Jewish and Muslim traditions, respectively.[1]

Muslims, Jews, Outraged Over Dutch Ban on Livestock Slaughter
Muslim and Jewish religious groups in the Netherlands are outraged over the Dutch parliament’s initial approval of a bill banning the ritual slaughter of livestock; both groups believe the bill infringes on their right to freedom of religion.

The bill — which must still pass the Senate — specifies that animals should be stunned before being slaughtered, contradicting Jewish and Muslim slaughter rituals requiring animals to be conscious at the time of death.

According to the Sidney Morning Herald, Marianne Thieme of the Party for the Animals, the world’s first animal rights party to win seats in a national Parliament, welcomed the approval of the bill that she had first introduced in 2008, and said she was now prepared to defend it in the Senate.

According to Thieme, nobody but Muslim and Jewish specialty butchers in the Netherlands slaughter animals without stunning them first.

”It’s a great honor,” said Thieme, whose believes sparing animals needless pain and distress outweighs religious groups’ rights to follow slaughter practices ”no longer of our time”.

Dutch close to ban on kosher, halal slaughter
Date, June 30, 2011
Amsterdam
THE Dutch Parliament has passed a bill banning the slaughter of livestock without stunning it first, removing an exemption that allowed Jews and Muslims to butcher animals according to their centuries-old dietary rules.

If enacted and enforced, religious groups say observant Jews and Muslims would have to import meat, stop eating it altogether, or leave the Netherlands.

However, the bill must still pass the Senate, which is unlikely before the summer recess, and the cabinet said the law may be unenforceable in its current form due in part to ambiguity introduced in a last-minute amendment.

If the Netherlands outlaws procedures that make meat kosher for Jews or halal for Muslims, it will be the second country, after New Zealand, to do so in recent years. It will join Switzerland, the Scandinavian and Baltic countries, whose bans are mostly traceable to pre-World War II anti-Semitism.

''It's a great honour,'' she said. She has argued that sparing animals needless pain and distress outweighs religious groups' rights to follow slaughter practices ''no longer of our time''.

But the threat of a ban has led to outcry from Jewish and Muslim groups, who say it infringes on their right to freedom of religion.

A solid majority of Dutch voters say they support the ban, and Parliament voted for the ban by a margin of 116-30. Support for the ban came from the political left, which sees ritual slaughter as inhumane, and from the anti-immigration right, which sees it as foreign and barbaric.

Canada’s Meat Inspection System

Meat processing is the largest component of Canada's food processing industry. It represents 10 percent of Canada's agri-food exports and it employs more than 67 000 Canadians.

The Food and Drugs Act is the main piece of federal legislation for food safety. It prohibits the sale of unsafe food products in Canada. All meat sold in Canada must comply with this legislation, regardless of where it is processed.

Slaughter and processing facilities are inspected to verify that industry is following processes and practices that result in meat that is safe to eat. Inspectors also check for the presence of pesticides, drug residues, and disease in animals.

In Canada, federal and provincial governments play a role in meat inspection. Animals must be slaughtered at either a provincially registered establishment or a federally registered establishment. Meat must also be processed and inspected in these types of establishments.

Meat that is imported into Canada must be from inspected plants that meet Canadian requirements.

The humane slaughter of farm animals is of great concern to the CFHS, partly because Canada’s regulations are weak, but mostly because enforcement is inadequate.

Humane slaughter first surfaced as a major issue in Canada in the 1950s. In fact, the CFHS was initially created over concerns about this issue, and was instrumental in passing the Humane Slaughter of Animals Act in 1960. This Act was repealed in 1985 when legislation concerning the humane slaughter of farm animals was incorporated under the Meat Inspection Act and Regulations. The Regulations outline the requirements for the humane treatment of animals leading up to slaughter as well as humane methods of slaughter.

In addition to Canada’s somewhat weak slaughter regulations, the incredibly lax enforcement of these regulations results in some very problematic slaughter practices. Animals are frequently handled roughly, frightened and subjected to repeated shocks with electric prods as they are moved along the line. Because government inspectors are usually absent when animals are slaughtered, some animals are inadequately stunned (rendered unconscious) before being hoisted upside down to have their throats cut. Such inhumane treatment has been documented in Canada in 2003 by reports from Dr. Temple Grandin, the leading North American expert on humane slaughter, and more recently by undercover video footage taken at Canadian horse slaughter plants.

The CFHS would like to see the Canadian Food Inspection Agency have more authority and resources to oversee the slaughter of food animals, and for this agency to take the responsibility of enforcement more seriously.

Nooo...! Bible Theology made the New Testament, in which the blood of a god/human/son would do for all future sacrifices so that no more sacrifices be needed! That muslims nor Jews believe in, because they have true history facts...!

...in pure logic, any sacrifice for sins be it blood, life, fruits, is "pointless"...!

...AS EXPECTED, and I had hoped it to be different in CANADA: "The humane slaughter of farm animals is of great concern to the CFHS, partly because Canada’s regulations are weak...!"

AS ANIMALS ARE TREATED, ESPECIALLY FOR ANCIENT RELIGIOUS RITUALS, GENERALLY SO ARE "YOUR HUMAN RIGHTS"...!
And I am not animal lover, but I hate Religious Ritual Slaughters, it sounds like "ignorance" to me...!

Again nobody is going against anybody or their Religion activities, as good social moral places, of which few in the World go to!
But under public activity and relevance they are subject to better logic practices and critique!
