Proceedings associated with the Presidential elections and Inaugurations, almost routine after two centuries, were entirely new and untried following the Constitutional Convention of 1787. The Constitution provides that the President be elected through an electoral college, with membership equal to the number of Senators and Representatives from each state. It authorizes Congress to determine when elections are held, when the Electoral College meets, and when the new President takes the oath of office. With the ceremony complete, the crowd below let out three big cheers and President Washington returned to the Senate chamber to deliver his brief Inaugural address. He called upon "That Almighty Being who rules over the universe" to assist the American people in finding "liberties and happiness" under "a government instituted by themselves."

Four years later, on March 4, 1793, Washington's second Inauguration happened in Philadelphia, where the government had taken up temporary residence while a permanent capital was being built along the Potomac. The President took his oath in the small Senate chamber on the second floor of Congress Hall, a Georgian-style structure just west of Independence Hall. In contrast to his elaborate first Inauguration, this ceremony was a simple affair. Amidst a room crammed with dignitaries, Washington gave the shortest Inaugural address on record—just 135 words—and repeated the oath of office, administered by Supreme Court Justice William Cushing.

A pod of killer whales is trapped in ice in Canada's Hudson Bay and in danger of dying if not freed soon, according to news reports from Quebec.

Local officials have asked Canadian authorities to send an ice breaker to free the eight to 18 orcas, which are trapped about 12 miles from open water. Campaigns have also been launched on Facebook, Twitter and other social media.

Government experts are to arrive Thursday in Inukjuak, on the northeastern coast of the Hudson Bay, to asses whether the marine animals can be saved, the CBC reported Wednesday evening.

"People have mixed feelings about the situation," Peter Inukpuk, the mayor of Inukjuak, told The Montreal Gazette. "We want to see them free, but we also want them to go away. Killer whales eat seals and belugas. The seal hunt is a huge part of our economy."

The orcas — actually a species of dolphin — were discovered Monday by an Inuit seal hunter about an hour snowmobile ride from Inukjuak. Video shows the distressed marine mammals surfacing or breaching in the pickup-size hole, gasping for air.

One expert said they could suffocate or die from exhaustion without fast action. Temperatures are expected to plummet to about minus 25 degrees Fahrenheit, not including wind chill, and the hole is already shrinking.

The Department of Fisheries and Oceans Canada has not decided whether to send an ice breaker, which could take days or weeks.

"It's too early to start running through options but we're keeping an eye on the situation," spokeswoman Sylvie Racine told the Gazette. "We're definitely concerned, and we're still deciding what we'll do."

Another department spokeswoman told Global Montreal, "Situations where marine mammals are trapped by the ice are not unusual in the North."

Though orcas, commonly called killer whales, are found in all the world's oceans, it's rare to find them deep in Hudson Bay. It's not clear whether they migrated from Canada's West Coast or the Atlantic.

"The ice probably began to close behind the whales as they moved inward," Lyne Morisette, a marine ecologist and researcher at the Université de Québec à Rimouski, told the Gazette. "Now they're stuck. As sad as this situation is, it pales in comparison to the challenges the species faces with the rise of global warming."

Chavismo and the Venezuelan National Assembly have today decided to follow the path of maximum illegality when they announced that Hugo Chávez will not show up on Thursday and will be sworn in a some time in the future by the Venezuela Supreme Court. At the same time, the National Assembly approved that President Chávez can take an unlimited leave of absence, something that it is unconstitutional and illegal.

The whole show is a bizarre and unnecessary twist to the problem of what to do with Chávez’ inability to be sworn in due to his illness, as this is simply a break with the laws and the Constitution that is likely to have repercussions beyond what Chavismo apparently believes.

The whole sequence of events is bizarre to say the least:

-It all starts by a letter by Vice-President Maduro, the person with the largest conflict of interest in all this, as his tenure as Vice-President clearly ends on Jan. 10th. with Chávez’ six year term. Moreover, there is not even the pretense of having Chávez sign the letter. If Chávez is doing better and will be able to be sworn in sometime soon, why didn’t he even sign the letter? Maduro clearly has no legal right to make this request for the Venezuelan President.

-As if this was not enough the National Assembly approves a spurious resolution, giving Chávez an unlimited leave and without even following what the law requires for a President, which is a medical committee giving an opinion and the Assembly approving the recommendation of such a committee. Only the Supreme Court could approve that you can extend to Art. 233 of the Constitution a President-elect, but under no circumstance could the Court or the Assembly grant Chávez an unlimited leave.

-In the case of a temporal absence, the Vice-President would become President, but since Chávez has not been sworn in, it is absolutely unconstitutional for current Vice-President Nicolás Maduro to extend his Vice-Presidency into the next term. Since Chávez has not been sworn in yet, and it Maduro says he will not be for a while, then the only legal solution is for the President of the National Assembly to become President until the situation is resolved with the approval of the Venezuelan Supreme Court (Which may still happen before Jan. 10th.)

What is scary about this whole situation is that if it does extend into Jan. 10th. Chavismo (And not Chávez! We do not know his opinion!) will be taking the country on a path of piling up one illegality on top of the other. This could take years to unravel, as someone has to run the country, but all decisions after Jan. 10th. will lack any legality and could be challenged some day. This could have dire consequences for the stability of the country medium and long term. Moreover, once someone decides to bypass the Constitution, all sorts of demons are unleashed among all of those aspiring for power.

I wonder if those demons are what is already causing these bizarre situation.

The question remains why this path has been chosen. Either Chavismo does not want or does not trust Diosdado Cabello as President or Chavismo (and the Cubans) have decided to turn the country into a Dictatorship, the Constitution be damned. The question is in the former case is why would Diosdado follow Maduro on this?

And as one analyst asked me yesterday: Will these guys even hold elections if Chávez dies?

The FAO High Level Expert Forum on How to Feed the World by 2050 closed on 13 October 2009 by stating that food production needs to increase by 70 per cent to be able to feed a population that will reach over 9 billion people in 2050. According to the FAO 2009 hunger report (the State of Food Insecurity was released on 14 October 2009), the number of undernourished people in the world has been increasing steadily for the past decade, reaching 1.02 billion hungry this year.

Improved agricultural technologies and management approaches have doubled the production of world food calories over the past half-century. The shadow of famine and food shortages has been lifted from developed countries but not from developing countries, where most smallholder farmers struggle to achieve even the most basic level of subsistence. They lack access to existing technology, tools, inputs and knowledge required to manage their land and grow sufficient crops.
The FAO’s Director General Jacques Diouf opened the High Level Expert Forum on 12 October by stating that “there should be a special focus on smallholder farmers, their access to land, water, quality seeds and fertilizers”. He added that "organic agriculture cannot feed 6.8 billion today and 9 billion in 2050”.

Hace casi un año, el 23 de enero de 2012, ABC publicó que a Hugo Chávez le quedadan alrededor de doce meses de vida, de acuerdo con informes confidenciales de sus médicos, si insistía en rehusar el tratamiento adecuado que le obligaría a dejar temporalmente sus funciones presidenciales. El presidente venezolano ridiculizó la información respondiendo que eran invenciones «de un diario de España».

La exclusiva volvía a poner el cáncer de Chávez en la agenda informativa, después de que él mismo dijera estar recuperado de las operaciones realizadas en Cuba en junio de 2011, algo que su actividad en los últimos meses de ese año parecía avalar. Durante esos meses, ABC comenzó a tener acceso material a informes manejados por canales de inteligencia elaborados a partir de dictámenes de los médicos.

Determinada con el tiempo la solidez de las fuentes, tras semanas examinando cómo ciertos hechos confirmaban informaciones previas facilitadas por el mismo canal, ABC publicó la más completa versión hasta entonces sobre la evolución de la enfermedad del presidente. A pesar de la operación por cáncer en la próstata, Chávez seguía sufriendo metástasis en colon, huesos y médula.

Por más que el chavismo negó esas noticias sobre la salud de su comandante, éste tuvo que anunciar a finales de febrero que iba a ser sometido a una tercera operación por tumor en zona pélvica. Pasada la cirugía, y de nuevo en medio de la negación oficial sobre la continuidad de los problemas de salud, este diario publicó una nueva información en junio, indicando que el rabdomiosarcoma del presidente seguía extendiendo la tumoración en los huesos. Se decía que, entre otros medicamentos, para afrontar los dolores y poder mantener la actividad electoral que esta llevando a cabo Chávez tomaba fentanilo, cien veces más potente que la morfina. Solo altas dosis de opiáceos y esteroides explican que Chávez pudiera alcanzar la fecha de las presidenciales, el 7 de octubre.

ABC publicó otra exclusiva el pasado 29 de noviembre al anunciar que a Chávez se le había reproducido el cáncer en la misma zona donde ya había sido operado previamente. Así fue confirmado días después por el propio Chávez, en su última aparición pública antes de ser intervenido por cuarta vez en Cuba, el 11 de diciembre.

Este diario aportaría más datos, como un previo vómito de sangre y dolores en el abdomen que daban cuenta de la gravedad de la situación, así como la realización de una traqueotomía en el postoperatorio debido a complicaciones.

Aunque el Gobierno se refirió pronto a una infección respiratoria, solo esta semana ha admitido una «severa infección pulmonar». Sigue, no obstante, sin reconocer la extensión del cáncer en huesos y médula, así como el hallazgo de células cancerígenas en la pared interna del abdomen y la vejiga.
